CPAC Releases Illinois Legislative Scorecard, Revealing a State Held Completely Captive to Special Interests.

ALEXANDRIA, VA (February 5, 2024) — CPAC Foundation’s legislative analysis reveals that Illinois has become trapped in the special interests of unions and favored industries. With the substantial number of bad policies passed, Illinois legislature averaged a dismal average score of 25 percent across chambers.

“Illinois melds the pro-corporatism and pro-labor union philosophies into a Frankenstein-like monster of oppressive regulations, wasteful spending, and abortion-on-demand.” said CPAC Chairman Matt Schlapp. “It is as if ‘freedom’ has become a dirty word in the state.”




CPAC recognizes several Illinois state legislators for their conservative voting records. The following members of the Illinois State Legislature earned CPAC’s Award for Conservative Excellence for voting with the conservative position at least 90% of the time during the 2023 session:


Brad Halbrook (95%)

Chris Miller (95%)

Jason Plummer (91%)

Tom Weber (91%)

C.D. Davidsmeyer (90%)


Additionally, some lawmakers in the Illinois State Legislature earned CPAC’s Award for Conservative Achievement for voting with the conservative position at least 80% of the time during the 2023 session. Their names are highlighted in gray on the scorecard.


The bills featured in CPAC’s 2023 Ratings of Illinois address labor union and illegal immigrant welfare, and infringements on property rights.
