Virginia Rises in National Conservative Rankings
New Analysis Reveals Rise in Bipartisanship during Gov. Youngkin’s First Year

ALEXANDRIA, VA (February 9, 2023) — Virginia’s conservative rating has risen from 44.77% to 47.71% – moving the state past Alaska to earn the #30 spot in the national conservative rankings of state legislatures produced by the Center for Legislative Accountability (CLA). The analysis also found a significant decline in political polarization during Gov. Glenn Youngkin’s first year, with the voting of lawmakers from both political parties trending more moderate. The rankings and analyses are based on the voting of all 7,400 state lawmakers in America, including over 265,000 individual votes cast across 3,500 different bills in the 50 state legislatures. The conservative rating of Republicans fell to 73% (compared to 80% the prior year) while Democrat voting trended similarly to the right, with their conservative rating rising from 15% to 22.5%. Senate Republicans moved the farthest to the left with Leader Tommy Norment earning a 64% conservative rating and not a single Republican senator earning an award from CPAC for a score of 80% or above. In the House, 18 of the 52 Republicans earned awards, with Speaker Todd Gilbert earning CPAC’s highest Award for Conservative Excellence for his 90% rating. Ten democrats earned CPAC’s “Coalition of the Radical Left” Award for conservative ratings of 10% and below.
