ACU Foundation Releases Latest Scores of Kansas State Legislature

The Kansas State Legislature has become less conservative in the last year, with more lawmakers casting liberal votes, according to scores released by the American Conservative Union Foundation.

The American Conservative Union Foundation conducts an annual, in-depth analysis to rate all 8,000 lawmakers in America, revealing their positions on a wide variety of issues directly affecting our communities and families.


The state continues to lead in conservative health care innovations, including lowering health care costs by expanding access to association health plans. 


House Democrats (26.77%) voted for the conservative position on only one in four issues, earning a conservative rating roughly four percent above the national Democrat average (22.84%). Both lower chamber caucuses maintained averages similar to the 2019 session.


House Republicans (79%) once again had more conservative voting records than their Republican colleagues in the Senate, supporting the conservative position on nearly eight of ten issues.

New Leftist Lawmakers Dash Kansas Legislature’s Ranking as a Top Conservative State in New Analysis

 

Alexandria, VA—Lawmakers of the Kansas Legislature voted more liberally in the 2020 session than in years past, according to new analysis by ACUF, the host of the Conservative Political Action Conference (CPAC). Kansas has previously ranked as the ninth-most conservative legislature. Early results from the 2020 analysis indicate Kansas has fallen out of the Top 10 Most Conservative Legislatures in the country.

The overall average score of the Kansas Legislature fell from 65% to 55%. Senate Democrats lurched left, voting significantly less often for the conservative position than in 2019 (33% to 13%). The upper chamber even picked up four members of ACUF’s “Coalition of the Radical Left.” These members opposed the conservative position on at least 90% of the issues: Sens. Marci Francisco, Pat Pettey, Mary Ware and the new Senate Minority Leader Dinah Sykes (ACUF Lifetime 22%). 


“It’s tragic to see the socialist nature of national Democrats infect Democrats in my home state of Kansas,” said ACU Chairman Matt Schlapp. “There was once a tradition of centrism that has been abandoned as Governor Kelly and her party advocate for cruel and painful abortion procedures, restrictive lockdowns and policies that will prevent Kansans from thriving. Perhaps Governor DeSantis could run in two states?”


House Democrats (26.77%) voted conservatively on one in four issues, earning a conservative rating roughly 4% above the national Democrat average (22.84%). Both lower chamber caucuses maintained averages similar to the 2019 session. 


House Republicans (79%) once again voted to the right of their Senate colleagues, and on average supported the conservative position on nearly eight of 10 issues.


Senate Republicans took an 18-point drop (79.89% to 61.64%). Perhaps signaling change, incoming Senate Majority Leader Ty Masterson (ACUF Lifetime 86%) ranked in the top four most conservative senators for 2020.


ACUF’s Ratings of Congress and Ratings of the States are initiatives of ACUF’s Center for Legislative Accountability (CLA). These ratings are designed to reflect how over 8,000 elected officials across the nation view the role of government while illustrating the differences between chambers of the legislature and revealing lawmakers’ positions on a wide variety of issues that directly affect citizens.


ACU Foundation reviewed each piece of legislation voted on in both chambers of the legislature to produce average scores of each chamber as well as individual scores for each sitting member.
